The paper outlines various ways to improve employment and production, including developing a national data bank on labor supply and demand by sector, region, and specialization. It also encourages investment in productive semi-skilled and highly skilled sectors of industry, agriculture, and services. Lastly, the paper highlights the need to limit the influx of foreign labor to reduce domestic unemployment as well as restructuring the private and public educational and vocational systems. This paper contributed to a larger study titled, “The Labor Market and Labor Policy in Lebanon.”
