Institutional and Fiscal Review of the Municipal Sector in Lebanon


In cooperation with the World Bank and the Ministry of Municipal and Rural Affairs (MOMRA), the LCPS undertook a study on the condition of municipal government and ways to reform and reinforce it. The study examined the general administrative, legal, and fiscal framework within which municipal government operates, and reviewed the activities and programs put in place recently by MOMRA. The study involved a field examination of six municipalities - Tripoli, Jounieh, Nabatiyeh, Beit Mery, Broummana, and Roumieh. The analysis focused on their fiscal and internal structure (personnel, management) and the problems they face in tax collection, budgeting, and service provision. The study also suggests recommendations of ways in which these and other municipalities might be more effective, and provides a number of programs and projects to rehabilitate and revive their activity.
