Despite the fiscal and administrative constraints facing the municipal sector in Lebanon, some local governments have succeeded in delivery services to their constituents. Against this background, this project aims to assess the factors that have led to improved local services in order to inform local and national decision makers on how best to empower municipalities.
To this end, the LCPS proposes to conduct three activities: One, to empirically examine the political, economic, and social factors that lead to successful municipal outcome; two, conduct field work with local stakeholders to understand how they have improved local service delivery; three, hold roundtable discussion with local and national decision makers as well as civil society members on how best to improve the delivery of local services.
