May 01, 2013 Improving Public Governance: Partnering with Municipalities to Improve Municipal Finance in Lebanon
A project aimed at closing the existing gap in the implementation of the intergovernmental grant system, referred to as the Independent Municipal Fund (IMF), in Lebanon. The IMF, which is a primary source for funding municipal responsibilities, is fraught with problems including unpredictability in the transfers and improper distributional criteria which are hindering service delivery and exacerbating inequality between regions. This project aims to provide a solution that addresses the gap by consulting with key municipal council presidents, government officials from the Ministries of Interior and Municipalities and Finance, experts, and civil society.
