Budgetary Politics in Lebanon: A Memorandum for Public Discussion - Lebanese Economic Tribune - LET Report Number 3

This project involves the fifth LET seminar on Budgetary Politics in Lebanon, as well as a paper produced on the subject. Academics, businessmen, and government officials attended the meeting and discussed key issues concerning the budget including the deficit, debt standards, taxation, and monitoring independent funds. The related 40 page paper reviews the proposed 1997 budget and uses it as a vehicle to analyze key issues in Lebanon's public finances. It seeks to stimulate informed public discussion and awareness of fiscal conditions, analyze the fiscal developments during the last three years, and compare the present situation with the pre-war and post-war periods. Fiscal issues emphasized in the report include budget flexibility, waste issue, expenditures prioritizing, comprehensive budgeting, foreign aid, taxation, privatization, interest rates, assets utilization, and debt standards. Entitled Budgetary Politics in Lebanon: A Memorandum for Public Discussion, the report was published in the Lebanon Report (No. 4, Winter 1996) in both Arabic and English.

This project was organized with support from the International Center for Economic Growth (ICEG), the Center for International Private Enterprise (CIPE), and the Economic Development Institute (EDI) of the World Bank.
